Valcárcel was born in 1950, in Puerto Rico and his love for boxing has allowed him to promote the sport development the Island of Enchantment in and out its frontiers.

Prensa AMB. 15 de marzo.- Hoy está de cumpleaños Francisco " Paco" Valcárcel, presidente de la OMB y gran amigo de la Familia de la Asociación Mundial de Boxeo.
Valcárcel nació en 1950, en Puerto Rico y su nexo con el boxeo le ha permitido ayudar al desarrollo del deporte en la Isla del Encanto y fuera de sus fronteras.
